 There's a problem in Hawaii, and it's the location of the FCC monitoring station.
 It's in down town Honolulu, so any changes to Hawaii coverage must include
 "protection" of that monitoring station.

 Short version, you can put signal everywhere EXCEPT where the population is !
 ( something like 9/10 of the state population is in Honolulu )

 Salem has a problem they and their consultants have been trying
 to deal with for years, and they know it.
 
 If you have a station that puts 10mv over Honolulu, and you want ANY change at all,
 you are then restricted to something like 1.0mv max over Honolulu.
 It gets truely stupid.
 You can't even put the required city grade over the required COL.
 REALLY silly !

 Salem IS trying to work within the rules, but it ain't easy.
 I admire their tenacity.
