[BC] WCBS Full time IBOC

I believe the rule is IBOC On either sunrise or 6:00 AM whichever comes
first and IBOC off is sunset or 6:00 PM whichever is later.

Is there something special about WCBS that would warrant an
exemption? Are you sure they mean full time and not 8pm or so? The
6am to 6pm rule applies in Winter. Since both stations are using the
same tower they might have a waiver to experiment, though I'd expect
that would happen after midnight.
