only if the channel has no other signals. If one is listening to a 
station it is probably in at least the 50 dbu contour. A modulator 
would have to be about 74 dbu to completely take over such a signal. 
If compliant, that means it would be no further than 9 inches from 
the receiver taken over.  If the receiver had an excellent capture 
ratio, it might possibly be capture at possibly 2 feet but no more. 
Most people just don't drive around listening to empty channels.
