A number of years ago, Ken Brenner wrote a plain English interpretation
of the public files requirements.  Radio guide published it, I believe,
in May and June of 2003.  Barry Mishkind sells a disk that contains all
the old versions of the Radio Guide magazine.  You can order the CD at
his website.  I found my old copies of radio Guide and cut and pasted it
to make a PDF file.  I have it at work, but Brenner's article is well
worth reading.  I keep a copy of that article as well as the section of
the rules that apply to non-commercial stations in the front section of
our public files even though it is not required.  That way you can show
a person who come to see the public files what is exactly required to be
there.
