Take the ouptput of as precision demodulator and calibrate the peak to
peak voltage against a 75KHz reference.  Then look at the target station
to see if it exceeds the now calibrated +/- 75khz markers on the scope.
They're just looking for peak excursions over 75KHz.

I, and I bet others, would be interested to learn how you check FM
modulation with an oscilloscope.
