You always have to start with a calibrated instrument, or calibrate
one yourself. Traceability to NIST is paramount. The beauty of the
Bessel function method is that it enables calibration of an FM
deviation monitor with only one calibrated instrument - a frequency
counter. The calibration of the spectrum analyzer is not important,
as it is used only as a visual monitor of carrier null.
