A Washington attorney friend of mine believes that was the reason the 
IBUZ decision was delayed. It appeared to be a stunt that would 
significantly delay the approval of 24/7 AM IBUZ. That would have 
been a serious sales glitch to AM stations. He believed the FCC would 
have approved full-time operation and let the chips fall where they may.
