Sounds like a bunch of guys that have absolutely no life.  They sit and monitor RPU channels just to find something wrong someone said or done so they can call the nearest enforcement office and complain. 
Gee, I'd hate to be the one to have to answer the phone at the enforcement  offices. I tell some of those jokers that call to go get a life and hang up!

Back when you could hear cell phone conversations on scanners in the early 90's, there was a convenience store that had stereo speakers all over the store, wired to the scanner, so customers could hear cell phone conversations.  Some people have real personal problems.

	I know of half a dozen fellow hams who monitor the RPU freqs used by
our local radio and TV stations on their scanners.  I monitor both the RPU
VHF freqs we use at all times in my home ham shack and on a scanner in my
truck.  The monitoring of other stations for competitive advantage is
common.  In Denver many years back, the News director and I used to play
recorded dummy packet transmissions, over the news departments 2 way just to
confuse the competition. Stations have been cited by the FCC for what goes
over the RPU even if not aired over the Broadcast facility.
