You are absolutely right. Unlike the digital TV situation which involved a
spectrum swap, there is no basis for the FCC to mandate a switch to digital.
So conversion will be voluntary and on the AM side there is not much
incentive to do so. Lot's of folks will "just say no."
So for those who consider this a done deal, remember the lesson taught in
Animal House:
"Over? Did you say over? Nothing is over till we decide it is!"

I agree that it's a good service, so it's sad to see it being trashed.
How do you propose to keep those small and medium stations alive?
Putting more hybrid IBOC stations on the air sure won't do it - it will
hasten their demise.
The FCC will probably legalize full time jamming of adjacent channels (aka
hybrid IBOC) in their next R&O, but its use won't be mandated in the
foreseeable future. There is still an opportunity to just say no. I
don't expect that the industry heavyweights pushing this system will admit
their mistake and back off, so it will be up to the others to complain
long and loud that they're getting screwed.
