I agree the "first service" had to make it easier to pull the station
out of Flint, but under the present rules, without an exemption for
nighttime coverage that the Commish is loath to permit, I don't see
how they could be licensed to Detroit, or, for that matter, serve
anything east of I-75 at night unless both the NIF contour and the
electrical noise floor are extremely low.
