Sure, there have already been experimental transmissions in Mexico, and 
there will be some this year in Canada.  It doesn't necessarily follow 
that IBOC will adopted by either country.  Once upon a time, Eureka-147 
DAB transmissions were authorized at L-band in San Francisco, but nobody 
subsequently ran with that particular ball.
