That was sort of the point at the time, that WPEN was so determined to rebuild
that they left the air to do it right. However, I don't recall anyone mentioning
two sites. Perhaps that was the deal, the night site was down during the rebuild
and the day site was used at low power. In that case, they wouldn't have been 
totally off the air, just not on at the night site.
I thought I read an article on it many years after the fact. If I come across it
I'll fill in the details.
