In some cases, the neutral must be larger than the protective ground.

On the large mainframe computers my former employer used to manufacture, 
the total loads were, variously, 70 KVA or 140 KVA, 120/208 volts, 415 
Hz. Yes, 415 Hz!

The neutral was required to be as large as the phase conductors.

These machines contained distributed PSUs, 2000 watts apiece, +12.0, 
+5.0, -2.0, -5.0, -5.2 and -12.0 volts output, and bussed using the 
largest welding wire we could get.

Lots of harmonics on the neutral, until the EEC insisted on eliminating 
that issue, forcing us to change to a "step-up" converter technology. 
Provided by a European-based "partner", of course.
