You might consider http://www.sipphone.com , which is a free VoIP service.
You can get "virtual numbers" (PSTN numbers) in several countries for a
few bucks a year. They also have free "access numbers" where someone dials
a PSTN number, then a SIP number to reach you. There's also
http://www.ipkall.com/ , which will give you a free PSTN number in Seattle
that bridges over to your VoIP number. Sipphone sells "sipminutes" for
calls into the PSTN. Calls that do not drop onto the PSTN (including other
sipphone users, FWD users, and a bunch of other SIP based networks) are
free. There are no monthly charges.
