An old P200 box would suffice. (P200's don't make a lot of heat.) Put a big
fan in the thing, but run it at a lower voltage. It will still move the air,
but will be a whole lot quieter. Just put a newer (but not brand new, of course)
power supply into it, so that the supply is barely loafing. (Thus less need
for cooling.) You could even wire the PS fan and the case fan in series (if
they're similar enough) and then they'll both spin quietly.
