Barry,

I would suspect that it was all perpetrated by the military flight
accident and will be negotiated directly with the television stations
for their losses by the government.  Of course, Uncle Sam is self
insured so there probably won't be any insurance companies involved
unless the TV stations want their insurance companies to handle the
claims.  That maybe a quicker solution to getting back on the air. 
Otherwise, it is all lawyers.
