I guess if we had a tower that was an adjustable height,  we could  estimate 
the height for frequency,  measure the tower R and +-j at that  height look at 
its plot and plot it on the Smith chart and if the bandwidth  isn't correct,  
raise the tower 2 feet make the measurments again, if no  better, lower the 
tower two feet and do the same and if a trend either way was  looking better 
then raise or lower the height for best load and symmetry as  measured.  Then 
weld up the tower.
 
Thats based on no FAA or zoning problems and a telescoping tower.   ???????
