[BC] Public File proceeding

I've thought of the Public File rules as something like a small town speed 
trap - useless except as a source of revenue for the cops, the FCC in this 
case.

In all of the years WVXU was at Xavier, no one EVER came in to look at the 
Public File except when we were about to be sold. THAT was a smelly red 
herring to us that something fishy was in the works. Perhaps the Public 
File is something of a radio 'DEW' mechanism!
