[BC] Public File proceeding

In a situation like this, the one benchmark is the public file.

Where it is located and how it is maintained can unlock a whole can of worms
to the performance of the station.  All these rimshots care about is serving
a community other than the one they are licensed for to go after the
almighty dollar.  The cannot even keep a local number.  How sad.
