Then how are the FCC's bright bulbs going to hope to collect those 
fines? Without quantifying indecency and/or bad taste I doubt they 
can make legal cases based on the vagueness of the "rules." They'd 
better start getting their legal folks setting indecency in stone 
with clear proof that a bare breast does irreparable damage to 
someone. Pardon the pun, but I see it as a whole new body of law.
