[BC] Blanketing area

Though this rule has not changed since 1987 (and the link below is to the
1996 version), the current rule is available at
http://www.hallikainen.com/FccRules/2006/73/318/ . It makes no difference
on this specific rule, since it has not changed, but rules do change. I
update the rules at http://www.hallikainen.com every morning. Also, to
answer the original question, the rule mentioned DOES give you a formula
for the distance to the 115dBu contour.
