Not that I've filed any.. but this seems like at the least a confusing user 
interface issue - the text and assigning a CDBS number would, to me, 
perhaps, imply that was "it".

Of course, the FCC site(s) are somewhat vague at many points - even just 
searching for stuff I *know* should exist! Hence the existance of other 3rd 
party sites, with the same data and info, but much better organized.
