Just to note that  ~11 nanowatts radiated by a 1/2-wave dipole will produce 
the legal peak field allowed  for Part 15 FM.  That power level is tough to 
measure.

The best approach probably would be to measure field strength at 3 meters 
for 250 uV/m, max, to be legal.
