I'll have to look at this...

Exactly what statutory authority does the FAA have to regulate any kind of
radio facility, other than as regards tower construction?  I always thought
the FCC's domain was regulating electronic communications, and the FAA was
around to subsidize airlines and corporate aircraft owners?
