They can *claim* the right to regulate the man in the moon, but what
section of the United States Code gives them the right to regulate
radio emissions?

This is starting to sound a lot like the earliest days of radio, when the
Navy wanted to monopolize radio, on the same basis.

Agreed. I still don't understand how a cell phone or laptop can totally
overwhelm the commercial avionics in a modern airliner.
