If the "boy" cries "wolf" one too many times, the real alerts with real
implications for life and property will be assumed to be just another
test or an alert for another area.  Remember too the almost-revolt in
the southern US a few years back when a tornado warning interrupted a
football game.

They've now had at least four chances to get public warnings right. 
Let's hope they don't blow it this time.
