Tom,
I checked it out, no mention of tower lighting. Should I just turn
them off and leave them up there OR take the top beacon and side lights
down completely.

I would check with your communications counsel.
My recommendation is to examine your Tower
Registration. If it does NOT specify lighting and
your tower is lit, you are probably in violation!
I registered my tower in Danbury, CT which has
an AM and FM on it. Coordinates determined by
TSA Sites as was height. The tower has had two
sets of sidelights plus top beacon since 1947 when
it was erected. Tower Registration specified only one
set of sidelights. The ABIP noticed this and wrote it
up.
I found an old license sepcifying two sets of sidelights
and filed for an amended Tower Registration specifying
two sets of sides. It was cheaper to do that than installing
a new set of sidelights and removing the presently installed
ones.
