This station appears to be grandfathered at the minimum for its class,
241.40 mV/m/kW at 1 km.
It is entirely possible that the actual efficiency is lower.
There are examples of Class As which are grandfathered at the minimum for
their class. In one case, the actual radiator is only capable of about
320 mV/m/kW at 1 km. In another, the radiator is actually capable of
about 410 mV/m/kW at 1 km, so the transmitter is operated at 50 kW, which
all Class As must operate, but there are about 12 kW being dissipated
into a resistor, in order that the measured field be no more than 362.100
mV/m/kW at 1 km.
