[BC] to light or not to light

It took the involvement of the Chief of Police, Randy Cunningham (before he
was arrested) and the Chief Pilot of the San Diego "Able" division. I
believe the woman's name with the FAA was Karen Hughes. She wasn't a pilot
and didn't understand so she did the safe thing and said "no" for 17 months.
I also brought in a friend in D.C. who had dealt with Ms. Hughes on other
matters and was able to break the ice.

I tried in vain to get a 300 ft. tower here in the city converted to 100%
strobe and the FAA said in no uncertain terms....NO.
