There is a malady within communities who do not plan ahead, when they refuse 
to approve a cell tower on NIMBY grounds, while their own police and fire 
departments are using cell phone service.

Yep, and like I said, when their cell phones, and two-way emergency
radios won't work, they only have themselves to blame!

While this is true to a point, many towns have tried to be
very unreasonable - even to the point of restricting towers
outright.  (Although most seem to make an exception if you
want to put the tower on city land - so the city can make some
money)

Those towns are losing in court when the cases get drug to
court.
