If so, and I have no reason to doubt it, then the City of Dallas should 
be compensated more than $50 million.

I would say about $100 million should do it, as they will be receiving a 
demonstrably inferior channel, and a demonstrably inferior signal on that 
channel.

Yet more reasons to maintain the status quo.
