[BC] format diversity

there are still SOME stations that do things local and don't take stuff off
the dish out back.  WSHU at Seaton Hall is probably the best example of well
run college radio station I can think of around here.  I can think of at
least a handful of people who were involved with 'SOU that are now employed
by commercial stations in NYC in just the last 4 years or so.  The station
down at Rutgers, share w/ Piscataway HS, WVPH is local content all the time
(with some automation) however the station and its programming is a joke.
Mostly because Rutgers see the station as a social club, unlike Seaton Hall,
who decently integrates it into their communications curriculum.
