that explains the lousy audio sound. i bet those short aluminum looking
towers I see from time to time by the roadside are TIS towers, since they're
just there--not holding anything.

The FCC limit is 10 watts into a max 15 meter vertical. BUT there is also a
2mv/m @ 1.5 KM limit. There is also a 3 khz audio cut off.
