[BC] The Daytimer situation

I think we should be allowed to brig back daytime only stations. I 
for one would do anything to get one.

I took it the Daytime Broadcasters Association was abandon due to the
fact
that a lot of the daytimers were granted unprotected night power, and
that
was enough to shut them up.
