Actually, the FCC would consider this a different matter. Paying a
station to air a program, is a bit different then underwriting.
Underwriting is a short announcement acknowledging a donation to the
station. However, donating money to a station, for carrying a show, is
more like a sponsored program. In this case, the station receives
consideration, in both the program and the cash, and is obligated to air
the program. It is not the same as a donation.

AFAIK.. if it's considered a "donation".. it's legal. Like
underwriting-compared to commercials.
