With all of the TV and FM translator activity taking place today, it's
interesting to consider that the very first translator stations were
put together by "pirates" who wanted to bring television to isolated
western communities, but couldn't do so without breaking the rules.
Years later, the FCC bureaucrats realized these should be legalized,
and now there are thousands.

Essentially the same for the early CATV businesses. Early on many TV
stations took small business CATV, but essentially NATV Neighborhood Antenna TV
systems, to court for retransmission of their signals without permission and
receiving an income for the service.
