[BC] Shively Vertical Antenna question

There's a non-comm atop Camelback Mtn. in the Poconos that recently
installed a Shively 6513 with two vertical dipoles, each twisted 0.03
degree off vertical. This produces a vertically-polarized ERP of
4,000 watts and horizontally-polarized ERP of 1.04 watt. With this
miniscule twist, the horizontal power gain is 0.0009!

However, if you're operating in the NCE reserved band in this area,
sometimes you must do some crazy, twisted things to satisfy the
requirements of 73.525 -- and keep WPVI-TV 6 from raising a stink.
