[BC] Radio World Postage Request - Update

I thought the advertisers fees covered the costs of publishing and
delivering R.W.... Years ago I was told that was how it works. I wonder what
changed? Certainly there hasn't been an increase in the number of Engineers
that read it.

  That's unfortunate.
  It now tosses it back into deciding if it's worth it.
  For some it will be, for how many it won't be ?
