probably the shifter cannot be moved from 'Park' until the ignition is energized and the
brake pedal depressed

I once had to repair one of those shifter interlocks in a Camaro......it took three
five-gallon buckets of very hot water to wash enough of the solidified soda/candy bar
residue out of the mechanism to free it up
