There is the cost of doing business and there is the conducting of 
business.  The two need not be the same.  If it costs more to account for 
the sale, it's easier and less costly to simply give the parts to a 
customer who has purchased a much larger product with a greater profit margin.

There are far too many companies out there who focus on charging $0.05ea. 
for a couple nuts/bolts/washers than to simply send them along as a good 
will measure.
