Probably not worth the hassle and cost, but the National Archives and
Records Administration has its archives at College Park, Maryland,
northeast of DC.
I heard the following story.
When Bonneville bought 1050 Silver Spring, Maryland, "everyone" knew it
had presunrise authority, but the authorization wasn't in the station's
records nor could the FCC find it. Bonneville, being conservative,
wouldn't operate presunrise until they could see the authorization.
A couple of the Bonneville engineers got "researcher" status and were
allowed to go through the dusty boxes of FCC records about the station
in the Archives. IIRC, they found the authorization in the 23rd box.
You can see a photocopy online in the latest applications filed to
increase the station's power.
People like Dave Garner at Bonneville DC should know how they went about
getting permission to search the dusty boxes of records.
