[BC] Wind and STL Mutes

Had something like this happen during ice storms in Cleveland, OH. Turned out to be the "N" connector going into the dish (in this case at the receiver end/transmitter site). I was able to fix myself as on a Rohn 25G 40 tall tower. Lesson: use expensive connectors and weather proof them. I had gone cheap.
