[BC] ANOTHER TV Translator Question

How does one determine the value of a TV translator?

A friend of mine is going to approach the government of a town that owns two
30 watt TV translators. One of them has been off the air for many months and
the other is barely limping along, they do nothing but rebroadcast a full
power TV station from 65 miles away. The set-ups have the very basic
equipment needed, rec'v antennas along with transmitter antennas, towers, a
shack and transmitters. (In fact, the transmit antennas look like the things
people put on the roofs of their houses to pick up signals)

I know how you determine the value of radio stations and FM translators, but
I know nothing about TV.. and these things don't generate any revenue, plus
they're on city owned land.
