Why not use a 25-Hz detector?  I see 'em all the time her, there, and 
eBay...

In fact, IIRC, Conex Electro Systems still make them.  the TS-25B.

I used to do this before I upgraded my SPL to the full pro suite for 
time announce; I simply scheduled a 0.5 second or maybe it was 1.0 
second file that was pure 25Hz to trigger a software call to a voiced 
clock (Speaking Clock Deluxe, no longer supported) via a command-line app.

You could certainly set a hardware decoder to trigger the EAS...  Using 
a cart machine's SEC and TER tones would put audible signals on the air, 
I'd think... unless you're planning on using the whole cart machine.

Speaking of which - Did I mention that SPL Studio Pro DOES have external 
controls that can be programmed?  At least as long as you're running it 
on a machine that has a REAL parallel port, anyway.  All eight data pins 
can be set or reset; and Studio will also take command inputs via the 
printer status lines....

(It's up to the user to build the interface, though, if the port won't 
drive your external device directly... a 2N2222, couple of resistors, a 
12-v coil relay and a diode and/or cap across the coil per device...<grin>)
