 Yes, with two small caveats.

 Micro$oft ( as one would expect ) doesn't fully comply with the NetBIOS
 standard, as they have appropriated part of the name space ( the last
 character typically ) as a "suffix" to a shortened name space.
 ( M$ has this thing with suffixes and name extensions that no one else
 seems to have a problem with )

 NetBIOS is a alternative standard that has been adapted to run over
 TCP, but does not require TCP. It can run happily over IPX, token-ring,
 and a few others.
 NetBEUI is an expansion and adaptation of NetBIOS, also co-opted
 by Micro$oft to mean something completely different than what
 it really was.
 SO, be careful with how *you* implement NetBIOS, and all should be well.

 Your understanding of IP autoconfig is very similar to mine, but I'm not
 sure how M$ implemented that, either.
