Perhaps all that's lacking is some education...
AKA promotions....
A couple of remotes, live, the way they used to be done (originate
everything on-site, including all the music, most spots, etc., that you
can), and invite the folks to come on down and see how it's done...
Open houses at the station; school group tours; remotes galore...
No, the "big city" stations don't DO it that way... and look at how well
they're faring....
OTOH, a lot of "mom and pop" stations very similar to your operation are
being very successful - doing exactly what you're trying to do.
Stay with it. You're closer than you think. Ignore the "Nattering
Nabobs of Negativism".
