[BC] Florida pirate busted

It would be 87.7, or more specifically 87.75, and there is one in DC  
too, actually Arlington.  This can be fixed by the next DTV  
transition.  All LPTVs and Translators get a date where they must  
covert to ATSC or go off the air.
