 As a general rule of thumb, yes.

 Now then, what's a "general rule of thumb" mean ?
 Means it's worth a hard look.
 You'll have less signal everywhere, but that smaller signal
 will extend further. 
 Is that a win ?
 You'll lose some building penetration, but is that a primary concern ?

 I once put a 10 watt translator on....... Sandia Crest, I believe.
 Couldn't hear it at all 2 miles away, was spotty at 5, quite
 listenable 20-30 miles, and I could tell it was on, though
 hardly listenable, out to nearly 80 miles.
 The client was happy.
 Building penetration was about as good as GPS.
 Very little at best. Maybe OK near a window.

 What's your coverage objective ?
