Yes...absolutely. Why would they not?

That said, if the cell phone tower owner did a study and determined there 
would be no impact, that will be the first step at arguing no detuning is 
needed.  I've seen a few cases where detuning wasn't/isn't 
warranted.  Rare...but true.  Where is this station's engineer?
