[BC] Fairness doctrine by another name? aka censorship?

i have to admit it when the liberals get their own station like they have  
here in ASHEVILLE, N.C. they don't support it. they bitch if it drops out for  
any reason but don't advertise on it. it always lose money.
and i saw FOX  on the digital cable today and there was a guy named  BILL on. 
he said " the FCC gives out licence for free, there is no charge for a  radio 
licence."
just like a liberal DEMOCRATE who again doesn't do his research and  find the 
facts before putting his foot in his mouth.
yes there is a fee for the licence each and everytime it's renewed and a  
yearly fee that's about $1,200 dollars that also has to be paid in  addition.
where is the free licence that the FCC gives out???? i sure would like  one.
